How to Get a CFO Certificate in Cebu – for Filipino Spouses and Fiancee of Foreign National

Guidelines and Requirements on How to Get a CFO Certificate in Cebu.

CFO stands for Commission on Filipino Overseas. Its an agency that caters the needs of Filipino overseas especially spouses,fiancees’ and Emigrants.

CFO Certificate and Sticker are very necessary if you want to migrate abroad. You can’t board on the plane without the CFO sticker in your visa and you can’t get a CFO sticker without the CFO certificate.

There are two CFO Offices in the Philippines: In Manila and Cebu. I attended  CFO in Cebu.

CFO Cebu is the best choice for spouses/fiancee based in Visayas or Mindanao. But if you’re already a visa at hand and you are in Manila better choose the  CFO in Manila.

If you came from Mindanao or some part of Visayas and don’t have friends/relatives in Cebu you need to consider looking for  a place to stay (overnight) in Cebu or book a plane ticket back and forth. You can choose a place near from the CFO Office or SMEF-COW. I stayed at Sampaguita Suites Hotel, a walking distance hotel from CFO Office. Reasonable rate and free pick up from the airport . Note: You need to contact them and give a copy of your flight info so they can schedule your pick-up.

There are two places  that a spouse/fiancee needs to visit in Cebu to obtain the CFO Certificate:

SMEF-COW (St. Mary Euphrasia Foundation, Inc – Center for Overseas Workers)

Address: 60 3rd floor, Ayaay Arcade, Gen. Maxilom Avenue, Cebu City, right across University of San Carlos North Campus.

Procedures: SMEF -COW

- Need to be at the SMEF – COW office before 8:00 am and secure a priority number from the guard.- Proceed to 3rd-floor (for spouses/fiancee room), write your name and signature on a log book book (ask the people behind the window)- Wait your name to be called.- Pay 250 pesos (counselling fee)- Sumbit the seminar and registration requirements.

  1. Original and photocopy of your Birth Certificate
  2. Photocopy of Birth Certificate (husband/fiancee)
  3. Original and Photocopy of Marriage Contract (From NSO or LCR duly authenticated by NSO)
  4. Photocopy of Divorced decree (If husband/fiancee, if divorced)
  5. Photocopy of Proof of  Singleness( fiancee)
  6. Photocopy of Legal Capacity to Marry (optional)
  7. Photocopy of Passport (husband/fiancee)
  8. Photocopy of Visa (if visa is at hand)
  9. Copy of passport stamps of husband/fiancee; if married to a Filipina more than once.
  10. Copy of pictures together (wedding photos, engagement, etc)
  11. Photocopy of two (2) id’s of a Filipina (Company, SSS, GSIS, driver’s license,etc)

Note: After the SMEF-COW seminar and counselling, they will give you a blue certificate(Guidance Counselling Certificate). 

  • Proceed to CFO Office with the address shown above and submit the following:
  1. Duly Completed Emigrant Registration Form (I was not ask to fill up this Form)
  2. Original and Photocopy of passport (If available)
  3. Original and Photocopy of Visa (If Visa has been issued)
  4. Original and Photocopy of your Guidance Counselling Certificate
  5. P400.00 pesos (Duly Authorized Registration Fee

Hi Sis…more or less 4 pm matapos lahat..depende din sa bilis…basta matapos mo lahat in 1 day. wer ka pala uuwi? Davao ba? pwede back and forth ka…first trip in the morning then last trip at night… Din, try mo nalang din email ang SMEF – COW, if in case madelay flight mo….

@ Phillady – If you already had a passport hold on with that.

About changing your name; Yes, you need a CFO certificate to change it.

The DFA will not release your passport with your married name unless you have the CFO certificate.

You can get the CFO certificate in a day just bring all the documents needed mentioned above or try to send an email to CFO directly.

hello to you…ask lang po ako…paano po ba kung wala akong passport at birth certificate ng fiance ko?? kasi po kung mag papadala pa po siya sa akin diko magagamit ang plane ticket na binili niya….approved naman po ang lahat ng petition namin, andito na ho ang visa,passport at naka schedule na rin po ang flight ko..seminar nalang po ang kulang sa akin…paano po kung wala akong passport at b-crtificate niya? may paraan pa ho ba para maka pag paregister ako sa CFO? yong affidavit of support hindi po ba iyon pwede, o kaya yong mga tax na galing po ng IRS sa U.S?
i need your help..hope to hear from you soon…

Sorry sis, baka late reply na ito..sana oks ka na… Punta ka ng CFO sis kasi may visa ka na… Then, madali lang naman magpadala ng Birth certificate sis or copy ng passport. Sabihin mo kay fiancee na ipa scan yung Birth cert nya or passport then email nya sa yo… Tapos, ikaw nalang mag paprint… ganun lang sis.. God bless.. Sana oks na lahat sa yo…

hello,,ask ko lng po paano na if walang birth certificate yong husband ko? kailangan ba talaga na mayroon lahat ng documents? andito naman yong husband ko sa pinas saka may passport sya. hindi ba pwede na yon nalang? pls reply po..thanks a lot.
