The Ballroom ghosts is a technique used by magicians a long time ago called Pepper’s ghosts.  The scene is actually happening under all of the carts and reflected on a large polished sheet of glass that is almost impossible to see from the doom buggies.  The ghosts are all dressed in white with white faces in a black room, they appear and disappear by a light turning on and off.

If this is hard to understand stand in a room with a lot of light when it is dark out of a window.  If you flicker on and off the lights you can see that it looks like you are outside, but this is only your reflection on the glass, when you turn out the light it seems as though you have disappeared.  That is how the famous ballroom scene is created.  Very simple when you know the secrets!
